The equipment delivered to the Directorate for Emergency Management of the Ministry of Interior of Montenegro through the project ″Cross-border Flood Protection and Rescue″ is worth 92,781.61 euros. The equipment which was officially presented on 2 July in Podgorica will significantly contribute to strengthening the capacity of this institution for fight against flooding whose occurrence is, unfortunately, on the increase in the whole region. The equipment procured includes 3 aluminium boats, 2 rafting boats, stretchers, dry suits, uniforms, boots, shoes, rescue equipment sets and other rescue equipment. Presentation of the equipment was organized by FORS Montenegro and Directorate for Emergency Management and during this event the following persons gave statements: Veselin Sturanovic, Executive Director of FORS Montenegro, Goran Posrkaca, Head of Fire fighting and Recuing Unit of Prijepolje, Sector for Emergency Management of the Ministry of Interior of the Republic of Serbia, Ivana Petricevic, General Director for coordination of EU assistance programs in the Ministry of Foreign Affairs and European Integration of Montenegro, Alberto Cammarata, Head of Political, European Integration and Trade Section in the Delegation of the EU to Montenegro and Mirsad Mulic, General Director of the Directorate for Emergency Management of the Ministry of Interior of Montenegro.
Apart from the procured equipment, a very important component of the project was education of rescuers from Montenegro and Serbia, realised thorough cross-border trainings and field exercises which enabled rescuers from Berane, Niksic and Pljevlja to improve their knowledge and skills through trainings on rescuing on swift waters and in case of floods organised in Berane and delivered by certified instructors from Croatian Mountain Rescue Service, authorised to deliver Rescue 3 courses. The rescuers also took part in the seminar on best EU practice in protection and rescue from floods and rescue trainings in Prijepolje and showed their preparedness and rescue skills through two cross-border field exercises.
The other project activities included definition of standard operational procedures for border crossing of units dealing with protection and rescue in case of natural hazards, awareness raising campaign consisting of lectures in primary schools, cross-border literary competition, creation and distribution of different publications on this topic, TV and radio shows and press conferences. Awareness raising activities enabled familiarizing local population with preventive measures and activities which should be undertaken in case of flooding and in implementation of this part special attention was paid to children as a very sensitive group when it comes to natural hazards.
Total amount of the project allocated for Montenegro is 206,375.18 euros, out of which the European Union finances 175,418.9 euros or 85% of the total project costs. The project is co-funded by the Ministry of Interior of Montenegro which provided € 21,896.28 and the Commission for the allocation of a portion of lottery income of the Government of Montenegro, in the amount of € 9,060.
The project ″Cross-border Flood Protection and Rescue″ was implemented by FORS Montenegro, Directorate for Emergency Management of Montenegro of the Ministry of Interior of Montenegro, Sector for Emergency Management of the Ministry of Interior of the Republic of Serbia, in cooperation with municipal protection and rescue units from Berane, Niksic and Pljevlja. In the Republic of Serbia, the project was implemented in the municipalities of Prijepolje, Priboj and Nova Varos.
