Within the project "Let Me Tell You something about the EU 2", presentations on the European integration process of Montenegro, during which negotiating chapters 2 – Free movement of persons and 19 - Social policy and employment were held in Berane and Bijelo Polje. The presentations were delivered by Damir Šabanović, Secretary of the Working Groups 2 and 19 for the preparation of negotiations on the accession of Montenegro to the European Union in the field of the EU acquis in the Ministry of Foreign Affairs and European Integration of Montenegro. The lectures were also attended by Marija Backović from the Ministry of Labour and Social Welfare of Montenegro, a member of the Working Group related to the negotiation chapter 19 - Social policy and employment. In Berane, Head of Department for European Integration Nebojša Babovic spoke on behalf of the host municipality, and in Bijelo Polje Milorad Rmandić, Vice-President of the Social Council welcomed the guests.
Free movement of workers is among the fundamental principles of the European Union and one of the four freedoms of the internal market. Free movement of workers is associated with a number of issues, such as freedom of movement and residence during employment in another Member State, as well as all branches of social security (pension insurance, medical insurance, unemployment insurance and the right to family income). This chapter includes negotiating areas: access to the labor market, EURES, the coordination of social security systems and the European Health Insurance Card.
EU acquis in the field of social policy and employment concerns the areas of employment law, health and safety, equal treatment of men and women in matters of employment and social security, employment policy, social dialogue. In addition, there are special rules binding for all member states with regard to the prohibition of discrimination based on racial or ethnic origin, religion or belief, disability, age and sexual orientation.
The project is financed by the European Union and aims to improve knowledge and understanding of citizens in the north of Montenegro about the European Union as a whole, its values, functioning of its institutions and the process of integration through a comprehensive campaign of raising awareness about this topic and the active involvement of the target groups. The project is being implemented in the municipalities of Berane, Andrijevica, Plav, Rožaje, Bijelo Polje, Žabljak, Šavnik, Plužine and Pljevlja, in cooperation with the Ministry of Foreign Affairs and European Integration of Montenegro and local governments in the target municipalities.
Within the project, in all target municipalities presentations on the integration process of Montenegro and specific negotiating chapters that are being organized by FORS Montenegro in cooperation with the Ministry of Foreign Affairs and European Integration of Montenegro in order to bring the negotiation process closer to citizens. During the presentations, lecturer, together with other participants are speaking on certain topics and informing the population in the northern part of Montenegro with the process of negotiations, the current situation with regard to certain negotiating chapters, Montenegro's obligations in the coming period within these chapters, and concrete benefits for the people of Montenegro.
