Cross-border Fire Protection

Workshops in primary school on Disaster Risk Reduction - DRR

Radionica za ucenike 1In order to mark the International Day on Disaster Risk Reduction, FORS Montenegro and the Directorate of Emergency Management of the Ministry of Interior of Montenegro organized workshops for students of 7 primary schools in the municipalities of Nikšić, Pljevlja, Plužine, Žabljak and Šavnik, with the topic of disaster risk reduction with the emphasis on fires. The aim of the workshops was raising awareness of students on dangers of disasters, their consequences and preventive and other actions in risky situations. The following subtopics were discussed during workshops: the term and types of emergency situations, bodies in charge of reacting in emergencies, a fire as an emergency situation, causes of fires, proper behaviour of the young in case of fires, preventive activities for reducing risks of fires, etc. Apart from the representatives of the Directorate for Emergency Situations, employees of protection and rescue units of the municipalities Žabljak and Pljevlja took part in the lectures.

Improvement of functioning of the protection and rescue system

Liflet 112On 2 October 2015, an Operational-Communication Centre -112 of the Ministry of Interior of Montenegro was officially opened. The aim of the centre is enable timely respond to all risks and create conditions for efficient management of emergencies. The Directorate for Emergency Management of the Ministry of Interior, through 112 Centre, as a separate organisational unit, notifies relevant bodies and other protection and rescue actors about emergencies. OCC 112 includes receiving and forwarding of calls to emergency services and specialised units, as well as automatic management of answering systems, related to both public and private security.
The importance of establishment such a system for citizens is in the possibility to receive assistance from all emergency services which are part of the protection and rescue system in the shortest possible time, by calling 112 – the unique European emergency phone number which is available in all EU Member States as well as in many other countries.
112 Number consolidates all emergency call systems. In Montenegro, numbers of all other emergency services – police (122), protection and rescue units (123), and emergency medical aid (124) will continue to function. By dialling 112, these services could also be reached as the calls will be forwarded to them.

Let's Be Ready

pozari brosuraFORS Montenegro and Directorate for Emergency Management of the Ministry of Interior of Montenegro prepared a brochure on risks, preventive measures and activities which should be undertaken in case of fires. The brochure has been developed within the project "Cross-border Fire Protection", funded by the European Union, within Cross-border Cooperation Programme BiH-Montenegro.

Workshops on protection from fires

Radionice za stanovnistvo 3In order to inform people on the risks of fires and their consequences, as well as on preventive measures, FORS Montenegro, Directorate for Emergency Management of the Ministry of Interior of Montenegro and local protection and rescue services organised workshops in the municipalities of Nikšić, Pljevlja, Žabljak, Plužine and Šavnik. The participants were familiarised with the equipment of the protection and rescue services as well as with the need to pay special attention on activities which they should undertake in order to contribute to protection from fires, such as avoiding lighting fires in forests, avoidance of throwing lit cigarettes, maintenance of their gardens including mowing grass and cutting tree branches, removing flammable things from their basements, etc. They were also familiarised with the activities they should do in case of fires, such as calling right numbers – 123 or 112 (European Emergency Number) and providing rescuers with relevant information, as well as with the activities they can do till rescuers come and which do not endanger their lives.

Joint training and demonstration exercise of rescuers from Montenegro and BiH

Vjezba 1On 1 June in Kolasin FORS Montenegro organised a cross-border field exercise during which rescuers from Montenegro and Bosnia and Herzegovina tested and presented their skills and abilities to react in case of fires. Around 40 members of protection and rescue services from both countries took part in the exercise, along with volunteer rescuers, representatives of the Directorate for Emergency Management of the Ministry of Interior of Montenegro and the Ministry of Security of BiH, as well as representatives of the Red Cross, Police Directorate and Institute for Emergency Medical Aid. During the exercise, they presented extinguishing of fires using special fire fighting vehicles, extinguishing from air with water bombs thrown out of the airplanes, descending of fire fighters with backpacks from a helicopter, field search for the disappeared and transporting and treatment of the injured.
Vjezba 3Before the exercise, a four-day training for rescuers had been organised, which included both theoretical and practical work and enabled improvement of knowledge on types and ways of fire spreading, equipment and supplies for fire extinguishing, tactical approaches and methods of extinguishing, coordination and other relevant topics. The training was delivered by the trainers from the National Protection and Rescue Directorate of the Republic of Croatia, Dražen Ključarić, Petar Kovačić, Željko Car, Goran Kević and Tomislav Pavlinović. The participants of the training who satisfied the previously determined criteria were awarded certificates.
