Building capacities for efficient response in case of natural and other disasters

DSC 0859In order to improve readiness for efficient response in case of natural and other disasters, a Training on Disaster Risk Reduction was held in Kolašin, from 19 to 22 June. Total of 21 participants from local authorities, educational and health institutions attended the training, and the lecturers were representatives of the Directorate for Emeregncy Management of the Ministry of Interior of Montenegro - Radomir Šćepanović, Milan Radović, Zorica Marković and Ljiljana Vučetić.

During the four-day training, the participants learned about key concepts pf disaster risk reduction, Strategy for disaster risk reduction in Montenegro with a Dynamic activity plan for the implementation of the Strategy for the period from 2018 to 2023, international initiatives and cooperation in the area of disaster risk reduction, components of disaster risk management at national and local level, identification, assessment and monitoring of risks, as well as the organisation and functioning of the protection and rescue system in Montenegro. A special emphasis during the training was put on the creation of protection and rescue plans, so the lecturers from the Directorate for Emergency Management explained the contents of the planning documents, the procedure of creation and adoption of plans, as well as procedures for employees and students in case of an emergency.

Training and Exercise on protection and rescue from floods for rescue services from Montenegro, Slovenia and the Czech Republic

Vjezba16Within the project DIRECT – DIsaster REsilient Communities and Towns an international demonstration exercise on protection and rescue from floods has been organised today in Podgorica on the Zeta River enabling testing and demonstration of readiness for interventions of 32 rescuers from Montenegro, Slovenia and the Czech Republic on swift waters, in line with the Rescue 3 system.

Before the exercise, a four-day training of rescuers from the three countries on this topic was organised including theoretical and practical parts and during which the participants had the opportunity to learn about contemporary methods of protection and rescue on swift waters from the licensed instructors from Mountain Rescue Service of Croatia.

The training participants who satisfied all the requirements and gained skills of this training, which was assessed by the trainers, will receive internationally recognised certificates Rescue 3.

TreningRescueThe project DIRECT is funded by the Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO) of the European Commission (DG ECHO) and implemented by FORS Montenegro and the Directorate for Emergency Management of the Ministry of Interior of Montenegro, in partnership with the Protection and Rescue Service of the Municipality of Kranj from Slovenia, Fire and Rescue Brigade of the Moravian-Silesian Region of the Czech Republic and Czech Association of Fire Officers.

The aim of the project is to improve preparedness of local communities, institutions and services for more efficient response to a growing number of natural and man-made hazards.

Main project activities include trainings for rescuers on protection and rescue in case of fires, floods, earthquakes, etc., field rescue exercises, trainings on Disaster Risk Reduction – DRR, development of evacuation plans for schools and local communities, awareness raising campaign related to disaster risks, study visit to EU, international conferences on DRR, etc.

One of the most important results of the project is the improvement of international cooperation in the area of disaster risk reduction, enabling the exchange of experiences and good practice models, both between the protection and rescue institutions and services and between rescuers who often face the same tasks and challenges in their work.

Study visit to institutions of the protection and rescue system in Italy

Studijska2In order to learn about EU good practice models in protection from natural and other disasters and emergency management, a study visit to Italy was organised from 4 to 6 December 2017 for representatives of the protection and rescue systems from Montenegro, Czech Republic and Slovenia. During the visit, 16 participants learned about the organisation of the protection and rescue system in Italy, ways of functioning of different institutions and services, experiences and lessons learned in coordination of specific disasters.
During the three days of the study visit, the following institutions were visited:
- Civil Protection Department of the Presidency of the Council of Ministers of the Italian Republic
- National Fire Corps – Firefighting Training Centre
- Civil Protection Department of the Capital of Rome
- Ministry of Defence of the Italian Republic
Within the visit, several meetings and presentations with representatives of the above-mentioned institutions were organised which significantly contributed to the improvement of knowledge of participants. In addition to that, all representatives expressed their wish and readiness for continuation of international cooperation in this area.

Training and exercise for rescuers on Rope Rescuing organised in Slovenia

Spasavanje konopima 2A training and exercise on Rope Rescuing for rescuers from Montenegro, Slovenia and the Czech Republic were organised in Slovenia from 19 to 22 March and attended by 10 representatives from Montenegro. The training included theoretical and practical work with simulation of real situations, while the demonstration exercise was organised on the last day enabling the participants to test and demonstrate knowledge and skills gained during the training. Participation in the training and exercise enabled learning about contemporary techniques and methods of rope rescuing and testing their level of preparedness as well as the exchange of knowledge and experience with their colleagues from other countries.

The training and exercise were organised within the project DIRECT – DIsaster REsilient Communities and Towns funded by the Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO) of the European Commission (DG ECHO) and are one of events in a series devoted to capacity building of rescuers for acting in case of different emergencies. Previously, the trainings and exercises on the following topics were organised: Rescuing in case of traffic accidents, Rescuing in case of fires and Rescuing in case of floods.

Training and Exercise on protection from floods for rescue services from Montenegro, Slovenia and the Czech Republic

Before the exercise, a four-day training of rescuers from the three countries on this topic was organised including theoretical and practical parts and during which the participants had the opportunity to learn about contemporary methods of protection from floods from the instructors from Slovenia with a significant experience in this area.
